Current state of middle-class sectors regarding housing access in Chile


In Chile, the situation regarding housing access has become increasingly complex for middle-class sectors. Of the 7 million households in the country, approximately 1.4 million belong to these sectors, with an average monthly income of 802,000 pesos. However, growing inequality and rising property prices have left many of these households unable to access homeownership.
Difficulty accessing mortgage loans
One of the biggest obstacles is accessing mortgage loans, which are necessary for purchasing homes. In 2025, the conditions for these loans are as follows:
- Interest rate: 4.8%
- Down payment: 20% of the property value
- Loan term: 25 years
Under these conditions, to acquire a property worth 4,000 UF, a household must have an average income of 3 million pesos. For a property worth 2,500 UF, the required income is 2 million pesos, and for a property worth 2,200 UF, the household must have a monthly income of 1.6 million pesos.
This situation excludes many middle-class households from the market, especially those with incomes below 700,000 pesos, who no longer have the possibility of accessing a mortgage loan.
Déficit Cero's proposal: The "Libreta de Futuro"
In response to this scenario, Déficit Cero has launched an initiative to urgently address the housing crisis. This initiative is called the "Libreta de Futuro," a tool inspired by the old housing savings book. This proposal sets four medium-term goals aimed at facilitating housing access for middle-class sectors, recognizing that, in Chile, the future must include a home.
