Déficit Cero proposes the creation of Housing Emergency Zones to address the housing crisis

This strategy prioritizes an exceptional regulatory framework to accelerate administrative and urban planning processes in the communes of the 10 cities with the greatest housing shortage in the country.

Did you know that there are more than 7 million families in Chile, 1,5 million of whom require state assistance to access adequate housing? his situation reveals the serious housing crisis we face from north to south.

Given this situation, and as we have already seen our country's capacity to confront crises like those we have experienced following various natural disasters in which housing construction has become an emergency, Déricit Cero proposes the creation of Housing Emergency Zones or ZEH for its initials in Spanish, to prioritize and accelerate administrative and urban planning processes in communities with a high housing shortage. This approach optimizes urban planning, promotes social integration and reduces project processing times.

Based on the declaration of Disaster Zones (Zonas de Catástrofe), this strategy allows the channeling of resources for reconstruction, and adapts the tools that are used in post-disaster situations, such as the Coastal Border Plans (Planes del Borde Costero), that were used following the 2010 to address the housing crisis. The Disaster Zones implement exceptional measures in regulation, financing, and land management to accelerate the construction of houses and facilities. 

Thanks to this, a commune could be declared as a Housing Emergency Zone if it meets at least three of the following criteria. 

  • High concentration of housing shortages (prioritizing the 10 cities with the highest demand)
  • Significant presence of informal settlements and camps.
  • The existence of vacant or underutilized land with potential for urbanization. 
  • Areas experiencing a migration crisis and growing housing pressure.
  • Areas with low investment in infrastructure and basic services.

To achieve this, regional governments will be given special powers to develop Local Housing Emergency Planes, which will have a portfolio of projects mandated by a binding Master Plan.
