Déficit Cero and Fundación Colunga Sign Agreement to Better Characterize the Housing Deficit of Children and Adolescents
The partnership, part of Fundación Colunga’s Observatorio Niñez project, aims to provide robust information for decision-making in public policies focused on children.


To address and better understand the housing deficit affecting children and adolescents in Chile, Déficit Cero and Fundación Colunga have signed a strategic collaboration agreement within the framework of the Observatorio Niñez project.
Fundación Colunga, known for its commitment to the well-being of children in Chile, is developing Observatorio Niñez, a center that collects, systematizes, analyzes, and communicates public and administrative data related to children and adolescents in Chile. The goal is to provide solid and reliable information to support decision-making and promote public policies with a focus on children.
Déficit Cero will contribute to the project by providing key data and information related to the housing deficit and the demand for social housing, specifically in the segment of children and adolescents. This valuable contribution will allow for a more comprehensive understanding of the housing needs of this specific population group.
Regarding the implications of this partnership, Sebastián Bowen, Executive Director of Déficit Cero, stated, “Joining forces to better understand how to address Chile’s housing emergency brings us closer to specific solutions for those in need of a home. Focusing on solving the housing deficit for children means an opportunity to improve their conditions and social development.”
Meanwhile, Arturo Celedón, Executive Director of Colunga, emphasized, “We are certain of the impact that living in precarious housing conditions and overcrowding has on the lives of children. However, we struggle to address its consequences and tend to ignore this reality in social policies. The joint work between Colunga and Déficit Cero will help to highlight the effects these living conditions have on children’s development within households. We are hopeful that by bringing attention to this issue, we can contribute to improving their situation.”
In this project, Déficit Cero will work on estimating and describing the most urgent needs of children and adolescents, while Fundación Colunga will provide reports, analyses, and other resources resulting from the project’s analysis.
Additionally, a joint study is planned to address the characterization of children and adolescents who are part of households facing difficulties in accessing housing. This study will help to identify and better understand the conditions in which children in vulnerable housing situations find themselves and to foresee possible contributions to public policy for this segment.
Both organizations are committed to working together to effectively and collaboratively address the housing deficit affecting children in Chile. This joint effort reflects the shared commitment of Déficit Cero and Fundación Colunga in seeking solutions that improve the quality of life for the country’s children and adolescents.
